build-devtoolbox: Drop libguestfs-tools-c

This pulls in SELinux, kernel, and lots of other stuff that actually
breaks toolbox: dnf install stops working, libvirtd doesn't start up,
etc.

So for the time being, Cockpit image creation has to happen in mock.
